Well, it doesn't really make sense for a group of people to create op powers for a character out of thin air, so it had to be one person. Lets say, for example, that Ei created hatred because she wanted someone with a high hatred stat to be able to defeat Vegito, because she thought it would be funny to see the conflict between love and hate. Sanji is still very powerful without those powers though, as he can turn anything into a weapon with just his legs.

"I'm Monkey D Luffy!" The boy replied as he rubbed his eyes, having finally noticed sanji's muscular body. Sanji watched Luffy walk away into the distance as he sighed and began cooking again. "Crazy how noone ever realizes I can do that one thing i do." he thought, "But now that Luffy's aware that i exist, he will probably come find me soon." and so, sanji decided to find a hiding spot until then.

Luffy smiles and says they should train before their battle. "But where?" sanji asks. "At the training ground" Luffy replies. Sanji nods again and follows luffy. He is happy for the chance to become stronger. "I wonder what will happen once i train," he thinks. Will he find love? Will he find happiness? Only time will tell.
