First, the target is assumed safe. The second bit is to make them panic, third is to make them attack anyone before them. It’s true for everyone but Himiko. Fourth is if the second one fails, basically making them good prey as second attack failed, fifth is in case third succeeds and she’ll probably kill everyone, sixth is to make third attack work or at least give them advantage to die again.
