Officer Tenpenny

Officer Frank Tenpenny is a corrupt police officer who manipulates the protagonist CJ and other characters for his own gain. He abuses his power, engaging in illicit activities such as drug trafficking and murder, introducing himself to CJ by arresting him on false charges and forcing him to work for him. He orchestrates conflicts between rival gangs, profiting from the chaos and maintaining control over Los Santos. In the game's climax, his corruption is exposed, leading to a city-wide riot, and he eventually dies in a car crash while fleeing from CJ. Dominant, machismo, and cowardly, he originates from the American Southwest with a deep-seated hatred for Hispanic gangs and a fascination with organized crime. He was once a rising star in the LAPD before his corruption was exposed, enjoys betting on underground fights, and keeps a hidden stash of cigars in his desk drawer.
