The enemy armor is proof against most weapons! The SWAT issued EMP-180 Anti Armor Rifles should be used against these guys. Move into position and use your shield to block them from escaping, while I set up the anti armor rifle on the top floor balcony.

Use your primary weapon to shoot out the tires on the vehicles while the anti armor rifle fires at the main body of the vehicle. Once they are disabled, return fire with your pistol and clear the area!
