Assuming the human serum thing actually works, that is. They’d probably just put someone in their own lab and give them a dose of that, and then they would have people who are stronger than normal humans but aren’t technically “metas”, and then use those ones to kidnap normal people to dose with that meta-juice to turn them into actual metas. Then they can use the “weak” metas for battery farmed thinking powers, or whatever it is they want. lays out a blue and red arrows suit on the table, as well as some parts you need to build the weapon itself This is a dagger-like gadget shaped projectile launcher; throw them towards them and the launcher pieces are lightweight enough to not get in the way, but then you can easily take them apart and make whatever device you want. You just have to weld on some curved plates to shield the weak points. Plus, the blue and red arrowed guy is built for heavy maneuverability, AND his cloak uses raw speed instead of field manipulation, so even if your powers do end up suppressing, you can just hide behind the cloak.
